BC Film provides seed capital for film and video projects having significant British Columbia components. A full range of programs supporting development, production and marketing is available. Dramatic, animated and documentary films, and television programs that are owned and controlled by B.C. companies, may be eligible. International treaty and interprovincial co-productions may also be eligible.

Generally, producers of motion pictures are considered to be performing a service, and are the consumers of all film and other tangible personal property used in B.C. for producing motion pictures. Telefilm Canada was established to support independent Canadian production. The corporation administers a number of programs, and will invest in projects that meet the CAVCO requirements for Canadian content. Telefilm Canada also invests in co-ventures and twinned production packages. Participation in official co-productions is normally limited to the Canadian portion of the budget, although the corporation may calculate its investment on the total production budget if the project is a Canadian majority co-production, or the project originating in Canada is shot in French. Applicants to all funds must generally be Canadian-owned and controlled production, distribution or foreign sales companies.

Workers' compensation is provincially legislated in Canada. The Workers' Compensation System makes regulations which control job safety and health, and provides compensation benefits for the worker in the event of an industrial injury or disease. In return, the employer cannot be sued, and the costs of industrial injury and disease are fairly shared.
